Motion Blur ski edits

I know it’s a stupid thing to ask but does anyone know how people get this choppy motion blur effect in their ski edits, i swear i’ve looked everywhere and i just can’t figure it out no matter what i use to edit it always seems like there is no way to do it without just lowering the shutter speed of my camera which i can’t do because i have a panasonic camcorder with 2 buttons
