This video shows you everything that you need to know about how P-D works(skip to 5:08):

If you dont know already, P-D is a spray on rubber paint that doesn't chip or peel. It is about $10 a can and it seems to go forever.
To dye your boots it would probably cost around $20 in rit dye and it takes about 5 hours once you have dismantled your boots and boiled the water and then eventually put them in the water.
With the P-D it took me around 1h 30mins from start to finish and I have only used half of a can. However, the best part about P-D is if you hate what you have done, all you have to do is peel it off. Its basically like a spray on sticker.
This shit is awesome and i would definitely recommend doing it.
Ill give you a few tips if you ever want to do it yourself.
First off, you will need:
x1 can of PLASTI DIP $8 approx.
x1 roll of Masking tape $2 approx.
FIRST: Take the liners and tongues off your boots. You can take your tongues off also if you dont want them sprayed.
SECOND: Clean your boots with a stiff brush and some soapy water just to get all the crap off them. If you don't clean all the crap off them, you will not have a smooth finish.
THIRD: Dry your boots THOROUGHLY with some kitchen towels or an old bathroom towel. If you dont dry them properly and apply the P-D then it will not form on the surface of the boot.
FOURTH: Get your masking tape and tape off any areas that you do not want to paint. For example, on my boots, I masked the calf piece which was much quicker and easier than taking it off. See below:
I am currently PLASTI DIPPING my splices too, but this is just an example of masking off the parts you don't want, in this pic, the foam of my goggs.
FITH: This is the most important step. Shake the can for at least 2-3 minutes! If you do not do this, the P-D will spray out lumpy and you will have lots of bubbles and imperfections on the finished product.
SIXTH: Put down something on the ground so you are not spraying directly onto the floor. I used a real big cardboard box that I broke up.
SEVENTH: Start spraying! Make sure the can is about 1 foot away from the boot when spraying. So what you are going to want to do when spraying your boots is to not try and cover the whole surface of the boot in one go, you are going to need to put at least 4 coats on them so it doesn't matter if you miss some parts at the start! Its quite difficult to explain so I would seriously advise watching this video to get the idea of what to do. *******http://www.youtube.com/watch?v=yR14nrlJxZc******* As this guy says, do not double back on yourself more than once. It makes it look uneven in the end. Leave about 15-20 mins between each coat to allow the previous coat to dry.
EIGHTH: You should now be finishing your 4th or 5th coat. Let it dry for about 10 mins then you can start peeling off the masking tape and shabang you're done!
Here are mine:
