Wrote a manifesto about the system but targeted someone he had no connection to (AFAIK).
Similar to when someone writes a manifesto about a religion and then shoots up a random religious site they have no connection to.
I'm sure if he had been denied coverage by UHC it would just be murder. But then random act of targeted violence + manifesto makes it terrorism.
