I want to use this public space as intended, but my peace is being disrupted by people behaving INAPPROPRIATELY in this specific public space. With that being said, the newly created culture can be "High Quality" or "Low Quality." High Quality Culture creates a better experience for everyone in and outside of skiing. Low Quality Culture creates a worse experience for everyone in and outside of skiing.
So the reason this new "Gay Culture" is degrading is because it does not produce a better experience. Being Gay doesn't help you be a better skier. Being Gay doesn't help you be a better person.
