A VPN is used to create a "virtual private network" (that's what it stands for) meaning your identity is anonymous and your data can not be collected. You can choose any location in the world if you like, it has many applications, lots of large companies require their employees to log in with a VPN to access their private networks to avoid a breach.
Tor browsers are used to access the dark web.
