Many more packages and funding bills were signed under both, without looking into it my guess would be Biden spent a similar amount but more, as a rational person I do not think either president had some sort of on-off lever on almost any issue.
It is worth noting though, from Mike Pence, #2 in the trump administration (in regards to previous things people have said in this discussion)

As is usually the case, presidents, politicians, and administrations oversell and underperform. This is true of Biden. This is also true of Trump. Notably, certain members are only critical of one or the other.
You should be critical of the government. You should also be critical of the people who are only critical of the government when they don't like it.
