Dr.ZorkoAre you seeing the issue on Windows 10? Might just be completely unrelated. TRVP's out for the week, but this is in the backlog to look into. We just haven't been able to replicate the issue yet.

AbarskiFixed - I had accidentally added a chrome extension (formswift in this case), which was also causing scroll bars to not appear on random websites. Deleted that and coincidentally solved the sticky banner issue
gourds address bar is cropped out a little bit so it doesn’t show if has any extensions going too but that’d be my guess
