BurritoSnow pack percentages are all relative to what is expected on whatever date the measurement is taken, not predictive of the future or of season as a whole. So like @eheath said you can have a snow pack that's 150% of normal on say Jan 1, but if it doesn't continue snowing at that 150% of normal rate by Feb 1 you'll have a very different number.
