i think he's referring to the fact that for the last 10+ years its pretty normal to self pay with a credit card at a kiosk and then leave the receipt on your dash. maybe I'm not paying attention but I haven't seen a change-fed meter in a long time

There still in Buffalo cause this cities like 15 years behind the rest but idk a single person who pays them and gets a ticket for it. Me and my friends have parked infront of city hall and the police headquarters for hours on end while skating and not gotten tickets
