I've had good luck with handwarmers as well.
But just taking your spare batteries and wrapping them in a small neck warmer fleece and then keeping it in a pocket will do wonders. Go pro batteries are small, no reason you can't put like 5 of them in a pocket.
If you stash them in a backpack definitely need the hand warmers even when it's just like 40 out, it'll help.
For charging at a busy bar, don't be that guy that then asks every 10 minutes to rotate a battery. Come in with the toaster charger (2x batteries) x 2 or x3 of those all hooked together with a multi usb port plus a 4-5 foot extension to make their life easier. Saying, can you plug in all this crap isn't cool. That way you can just ask, can you plug this extension in, I got a setup for all my cameras here vs. handing them a dozen batteries.
Bathrooms are another good source of outlets. Most bathrooms have outlets at the sink. Awkward, yes, but if it's not busy wherever you are that can work well. Grocery store bathrooms work especially well. Just leave a nice note explaining what's going on and your #. Then go shop while you charge.
thankagaperplugging in anywhere possible is pretty logical.... you can always leave a charger with a trustworthy cashier/bartender.
the best Pro Photographer Tip I came across in my ski career of working with photographers is keeping a package of handwarmers with your camera bag. On colder days, you can tape hand warmers to the battery to keep them alive, not frozen, even keep the whole bag warm with one...
