From the pictures I don't see any other cables for throttle. First just try unhooking the spring and spray some wd40 not just lube because your going to want water displacement and spray it down your throttle cable. And try moving it
Like an elementary school teacher with a set of shiny Kobalt doodlely-does, I had (inadvertently?i didn't WANT to fuck things up) pinched the return? spring against, and between, the cover and the motor.
Last four days I:
removed/replaced spark plug
rebuilt? the pull start
removed the throttle
removed the start/stop button
removed the carb
fixed my fuck up........ and know what tools will carry with me
BiffbarfIf thing stuck find what thing attaches to and start pulling things apart until you find why it's stuck.

The inner, return (closed) spring was trapped/stuck.

So you got it fixed now? Was the throttle cable stuck?
