you can try remolding them, getting volume reducing foot beds or even wear extra thick socks, but the bottom line is that it sounds like your shell might be a little bit big. you should not have to deform the boot (by tightening it) to feel like your ankle is locked down.
when i buy shells, i try to get them to fit as close as possible without the liner. on most of my boots, i needed the toe box ground out, and several punches. that way when the liner packs out, my feet fit perfect in the boot. i dont replace liners until ive worn a hole through them or they stink so bad that i cant take them on a plane.
edit: i choose control over comfort. def causes more toe bang if you dont ski right.
unless this is a touring boot, then its nice to have the extra toe room but the liners wear out way quicker.
