yes, they can more likely than not be re-mounted to fit your boots if the current mount is too small / outside the adjustment range. The shop tech should be able to re-mount without conflict with the old holes if you boot sole length is 1.2cm or so longer than the current mount. Your local tech will be able to give you good advice on how to proceed and what is the best option.
Will remounting them change how your skis ski? Well, yes - you'll be able to ski them ;) Joking aside, as long as you move the toes and heels the same amount then the ski will ski the same. If you have to move just the toes or just the heels (due to hole conflict) then the skis might teoretically change, but most skis are not that sensitive to mounting that a cm fore or aft is going to dramatically change how they ski. Realistically, it will probably not be noticeable for most skis and skiers.
As for where to re-mount them - go for the factory recommended unless you have a specific reason not to (regardless of the inevatable "center mount them" advice you'll get on here). Most skis are permissive of re-mounts 2cm for or aft of recommended and in some cases are permissive of even larger changes (typically playful freerides skis that have a conservative mount point like Fischer Ranger FR 102s), and some skis have team / freestyle recommended mounting spots significantly forward of the factory / freeride recommended mount point. Which is the correct option depends on how you ski - traditional style of driving through the tips or more modern upright style where you pivot more than ride the sidecut. The former is more usual for the freeride crowd while the other is more typical park or freestyle. But again, talk to your local tech / shop - they'll have this sorted out in no time.
