Either this would work really well or not at all. I think it would work though. To truly minimize the amount of water getting into a binding hole, I think it would work if you had little rubber gaskets that you put on the topsheet of the ski before you mounted bindings. Pretty much the binding would clamp itself down onto the gasket, and the gasket would keep all water out of the binding hole if it sealed well enough with the baseplate of the binding.
I feel like this would work better than just standard epoxy or wood glue, because when the ski flexes a lot (softer park skis) the material in the binding hole can just crack under pressure and then it can deem itself useless while water gets in and rots the hole out. But if you had a rubber gasket with the ID the diameter of the binding hole, and the OD the diameter of that +5-10 mm, it would pretty much seal the hole off and keep all moisture out.
