Pivot/FKS Din Adjustment Stuck

Hi guys,
Copped a pair of the old Race Pivot 15's from Craigslist (solid cop). Everything on them work great except for the din adjustment on one heel piece. No matter how hard I try, it won't turn. I have two questions.
1.) The DIN is stuck at 12, which is right around where I'd normally ride them. Assuming the rest of the binding is set up properly, do you guys think that this heel piece is safe to use (i.e. it will eject as if it's set at 12)?
2.) There's a hole in the binding where somebody presumably used ski poles to clip out of bindings. Is it worth throwing some WD40 in here to see if that helps with the DIN adjustment.
Bonus question.) Anyone have other ideas how to get this this thing to turn?

My guess is that they are not safe to ride. That spring could be seized in there and not properly eject. WD40 my help could just be rusted. If you are feeling wreckless use an impact driver or wrench ad give it a couple ugga duggas and see if it breaks free.

I have a lot of spare pivot parts hanging out around my house. Will this broken corner on the plastic part of the base plate affect anything?
