Replying to Shop Trouble

Brought my boots into my local shop in late September to get new toe plats in as th3ry were wearing down. Boots are Rossi All Speed 100, jusge me as you please. Long story short is the shop still has them and has not done anything with them. I have gone in a couple times to see what is up and get some story about shipping trouble from Europe every time. Last time they told me the part would be in in a few days. That was nearly two weeks ago. I've not been too pushy since I don't need the boots right now but will in a few weeks. Should I be cutting them some slack due to these claimed shipping issues or am I being feed a load of crap? I don't want to burn the bridge as they are the only shop in town but this is nuts to me.
