Yes, it's a downhill offramp from a bridge. It's comparatively easier to slide because the contact point is much smaller (these skates have a special
groove in between the wheels), but with enough speed/wax I think the slope is great enough for a skier to slide the whole thing.

I don't think enough snow accumulated on that overpass to even bullshit a run in and a lip through the entire winter.
Given Vancouver's
snowfall rates, this would probably be doable on 100% natural snow (i.e. enough to build a lip) once in a decade or so. Perhaps once every couple years if you just need enough snow coverage for the run-in, and bring your own lip.
