Can I transfer bindings from old skis onto new skis? Do new skis come with the holes for the bindings?

Yes but depends on the bindings age (indemnified or not) and what brake size they are compared to new skis (can get new brakes, but meh). Bindings are pretty cheap right now. You can get a pair of attacks for $140

No skis don't come with the holes lol
