Currently watching through rebels....going off this show I would say absolutely yes. They have plenty of personality and can think for themselves

If you think about it droids have more free will than anyone else in star wars besides the yuuzhan vong. The fact that the force binds every living being together means that their fate is sealed, but the droids aren't included in this, meaning their fate isn't determined.
