Allowed and not allowed depending on the situation. Early season before the resorts opening is when most resorts are okay with people utilizing uphill travel to ski but I do not think its allowed once the lifts are spinning. BC and trailhead closures happen all the time due to avy danger whenever it snows (like this week) but otherwise you are fine to use resorts sidecountry access whenever its open and you have gear/knowledge/a plan/etc and a ticket or pass. I think snowbird either does or used to offer a ticket that allowed you a couple lift-rides to get to the Gad II sidecountry gates or other access but dont think thats a thing anymore.
Plenty of touring out there that doesn't require uphill travel at the resorts. Trust me.
I was bored once and tried to snowshoe up Canyons and kept in the woods most of the time. I got near the top of Orange Bubble express and a ski patrol flagged me down. I got chewed out for it and the guy actually took the 20 min to follow me down the whole way back to the lodge.
Brighton is super chill about it. I have hiked their park a few times to take some photos and nobody cares.
I hiked Park City's park once and nobody said anything but I dont know what the official rule is. At the end of the day if you have a DSLR on your hip with a big lens people tend to no question you.
Im pretty sure Snowbird is clear on it not being allowed.
Park City
Uphill travel is permitted on the Park City base side from 6:00pm to 8:30am on the designated route only from December 15th until closing day. The designated route is from the bottom of First Time Lift, up Homerun to the Angle Station. There is NO uphill travel beyond the Angle Station. Ive lived in Utah since 2007 on and off; Eden, UT, Heber city, UT and emigration canyon. I worked at deer valley. I know a couple things about Utah.
I live in one of the safest cities in the country. Something must be working here....
