not sure if i should get after effects or premiere. i want to learn to make short skate and ski edits for instagram. what program would be best for this?

Realistpremiere is an editing program, and after effects is a visual effects program with very basic editing capabilities. grantlewis_dntmdude you need to do some research.. after effects is a VFX software, not for editing videos. Premiere is an editing software but its way more complex than what you want for editing insta vids. Honestly , iMovie is going to be a good start for you. Then try Final Cut. Then if you're really bold try premiere.

A lot of that the vfx and other effects that BRTHR and Cole Bennet use would be a mix of after effects and premiere, or maybe even Flame.
Resolve actually has a vfx section that is being developed to be better and better. I've used the tracking feature for coloring and it is so damn good, might be worth checking out, at least later down the line when its more developed.

Still want to know what sort of effects you want to do, quite a lot of stuff needs things to be shot a certain way, i.e with green screen/specific lighting. They also need hella computing power or else you'll be frying your comp and waiting days for renders
I recommend watching Justin Odisho's breakdowns of music videos, he's covered a handful of asaps videos and has a bunch of good guesses as to how things were done
