Not to kill the horse for everyone to beat but go to a bootfitter.

I did that, after I bought them and before i even wore them. I have used them 7 times and they have hurt me everytime. I am even looking at new boots now.

They obviously don’t fit. Especially if your getting blisters. Sounds like they are too big and your foot is moving in them a lot.

I am bruising or blistering on the shin. Not the foot.

Is there movement anywhere from your ankle up? Realistically when you flex your boot forward and back there should be very little movement of your leg inside the boot before you actually start to flex the shell (ie pretty tight on the calf area). Booster straps may also help if the rest of the boot fits well.

Step 1: Do a shell fit. Remove the liner, step into the bare shell with a thin ski sock on, slide your foot to the front until your toes just barely touch, and examine the space behind your heel. 1cm = race fit, 2cm= normal, anything bigger than 2cm is a boot that is problematically too big.

Step 2: Do you have custom footbeds? No footbed means your ankle will twist inside the shell, and consequently so will your shin, resulting in discomfort and pain on your shin.

Also, make sure you are using THIN ski socks, not thick ones. Thick socks sound great, but they end up causing all sorts of fit and warmth related problems.
