Ski boot for low volume feet and tinny legs

Have about a 97-98 last but low volume feet especially around the heel area where my heel dosnt stay down for butters and stuff, tiny legs so I was thinking the intuition wrap liners. DONT HAVE A BOOT FITTER NEAR ME. Help! Kinda want a 3 piece construction with intuition liners...thinking full tilt dropkick or krypton 110 or roxa element 110, any others? Could go 2 piece ...any shell molds or boots that are good , how do you determine flex too? I’m 120 pounds if that matters...thanks!

If you want boots that fit, then make the 2-3 drive to a reputable boot-fitter. Call them, make an appointment, etc.
If that is not possible, then research the fitters in the resort area where you go skiing.
Both of those options are roughly 1,000% better than listening to random people spout boot options when they haven't seen your foot shape or done any other biomechanical test to see what your needs are.

Hey, I have a similar foot/leg, and went with Tecnica Mach1 130 LVs, and they fit AWESOME. I've played hockey my whole life, and have had an issue with skates forever as well... there was always negative space (usually had to rig with custom made padding). The Mach1 LVs are snug, comfortable and move with my foot. Also, I ended up sizing down... when I first got them out of the box I could barely cram my feet into them, and thought there was no way they would work, but after a days walking around the house, heating the liner and lightly punching the toe box of the liner with the back end of a screwdriver, and skiing a couple of days there were perfect (no problems hitting the slopes for an 8 hour day).
Added benefit to sizing down is that the boot is not only shorter, but also proportionately narrower. The Mach 1 LV also comes in a 120 flex, and either a 100 or 110, but the liners are a bit different when you go to the softer flex models

If your feet are super narrow you can go with the Atomic Redster boots. They come in 96mm and 92mm lasts which are dummy narrow widths.
