Palms is most likely closer but it's hot as fuck!!!!! Pendleton wouldn't be to bad to drive when you get the opportunity to go skiing and you are in San Diego. Dude I've lived down in that desert I'm telling you it the most brutal heat you can think of.

bear is fucking DOPE if you're into park skiing, but its a t2b skatepark with very little to non-existent all mtn terrain.
mammoth has a legendary park + real terrain, and is about 3-4x the drive time depending on where you're starting from in socal, but well worth it imo.
june mountain is right next to mamm, the least crowded of the 3, and lowkey legendary too. they went back and forth between being open and closed in like '12 or '13 and i haven't been there in forever, so not sure what the current status is.
as far as pendleton vs 29 palms, well... one is located in one of the most desireable and populated beach communities in the country, the other is in the asshole of one of the hottest and least populated deserts in the country... BUT, that desert is also significantly less far of a drive to good skiing.
i grew up in the coachella valley (equally hot, more populated) so i'm admittedly a little biased here... dude above ain't lying, its fucking HOT. if it were me i'd pick SD 10/10 times, seeing as you're gonna be driving a ways no matter what
