How would one go about to save the top sheet chip behind the right heal piece?

How would you fix it? Do I need to cut it off and then epoxy or can I epoxy under the lifted piece?

Smear of epoxy under it, press it flat and clamp it in place. Probably want to use some UHMW between the topsheet and the clamp so that the clamp doesnt bond to the top.
