What would NSG do...?

I don't know if this jackass just got the dog for the holidays or if they just moved in. Whoever lives below me is potentially torturing their dog. I've never had a dog, but the amount of barking this dog does... I've never heard another living thing be that noisy and not be in pain. This thing barks non-stop for maybe 2 hours? He literally lives directly below me and I am getting annoyed as fuck. Already called the front office and they didn't do shit.

tldr, how can I get this shitty owner to stop his annoying ass dog from barking all day.
