Replying to peoples credibility

so i have an idea. some people, especially newbies, think that the post count doenst mean a thing. i would like to suggest a thing i call credibility chips. each month you are issued 30 credibily chips in your little cred chips bank. if you think that someone has posted something usefull, you can give them however many you want, as long as you have that many in your bank. a the end of each month, the person with the most cred chips gets their sn put in flashing gold or something for the next month. if someone really wants to prove they contribute, let the people decide. this may be ridiculously complicated, but i thought it would be pretty cool. if it cant be done on the site, which probably wont happen, i will start a cult and try to keep track of it. any interest?
