What makes snow light? Is it the temp it snows at or something completely different?

water content; dry shit is super light; the coastal mountains have wetter and therefore heavier snow. utah has the driest and lightest snow.

Snow is lightest at around 15 degrees and low humidity. It can be like .001-.005 gm/cm3. Really light.

Another way to put it is that One inch of precipitation could be anywhere from 2 inches of wet snow, all the way to 45 inches of snow!! It must be the lightest to be 45 inches, if you can imagine that. Refered to as cold smoke.

The water content divided by the snow depth also gives the density of the snow. Example: 1.2' water equivalent divided by 15' of snow = .08 density (or 8 percent water content).

9 percent is like the Colorado powder average. And its pretty light. 13 and above is heavy snow. Anything below 6 it quite epic.
