Saga Monarch 3L bib. Don't go 2XL like all the fanboys if that's not your style but their shit fits true to size and is pretty cheap for what you're getting.

The North Face Anchor Bib is solid, its the north face so quality is great and I think they fit a little slimmer than their saga or virtika counterpart because TNF isn't solely a "freestyle" brand. That being said I don't think you could really go wrong

I'm 5'10 and Saga Monarch 3L in M size is exactly what you described. But to be fair, I disliked them in terms of waterproofing. It's not that bad, but also not good for a so-called 3 layer. 10 mins ride on a chair lift on a powder day and your ass is wet.
By the way, can somebody advice the opposite of what is asked here? No waist-around-knees low bibs with pants sweeping the floor. Just straight hi-q bibs (with 3L goretex mb) that are baggy in the hips but not extra long
