U.S. plans program cuts, Cheney says

WASHINGTON - The U.S. administration is planning cuts to 150 programs in the budget it will send to Congress for consideration this week, Vice President Dick Cheney said Sunday.
Farm subsidies, the Amtrak railway service, native schools, environmental protection and Medicaid – the health service for the poor and disabled – will all face cuts.
The administration wants to reduce spending on programs that are less effective or deemed unnecessary, and try to find the best way to make savings, Cheney said.
He called the proposed budget 'fair, reasonable, responsible.'
