I'm getting into touring this year (will mainly be in the slack country when there's no new snow) and was wondering what is the best method of hiking to the top of a line? I would imagine hiking around to where you could get to the top but sometimes that's not an option. What is the safest way to hike up steep terrain to get to the top of a line?

not going to bother embedding the picture, but if you go to the "Touring Photo Thread" stickied at the top of the AT forum, on the first page control-f "Jan 7 2015"
the first picture in that post gives you a good idea of how to climb steep areas. the switchback "V" pattern is your answer

As in, you plan on boot packing? with skis on your back? or do you have skins?

No, i have skins and everything but when im touring and come across a line that i am unable to skin up and around is there a (safe) method of getting to the top of a line?

It sounds like you are just talking about route finding in general... the choice of route depends on the complexity of the terrain.. there some pretty decent video online that talk about route finding
