brain disorder

is it possible to have a brain disorder that prevents you from math skills, im really bad at math and havent understood it for years, when i have algebra 1 homework i sit and look at at for a good 20 minutes. i took pre algebra 7th, 8th, and 9th grade and havent learned a thing about math. Its mostly the fraction stuff that really stumps me. i really think i have a problem? anyone else? or is just my retarded self?
