There's this neighborhood near me that looks like Detroit. Theres this one section which consists of several blocks of condemned and abandoned houses. There's one store on the middle that is really run down. It has a banner on the top that has "Convenience Store" spray painted on it. There's a counter in the back and one guy who works it. They only sell 2 things: Cereal and drugs.

You need to pay for a spot in the middle where the vendors are. You need a hand washing station, food handlers permit etc... I have a mountain of peanut butter so I am going to sell some PB&J's... To do this out of your campsite or anywhere else in the area, you will need to have a sign like "PB&J's available for donations" so you aren't "selling" them, but you get around by being a charity or such
