they are are traveling circus of sorts that follows around the "insane clown posse"

similar to what a "deadhead" or "phish phan" might be to their respective bands. the "phans" were subject to a similar classification in the past. (very reliable source: http://nationalreport.net/fbi-classifies-phish-phans-criminal-gang/)
