What is the best way to fix up the surface or a handrail? Should you sand it wax it or what?

just hit it unless theres shit on it.. in the case of shit use a file to smooth it out

buy a cordless grinder/zip saw then you can de-knob rails, cut them, grind them. basically you can do what ever you want to them
