Lieutenant_DanCalifornia school is probably your best bet unless you go to east coast and willing to commute a distance to ski. You can also check out Oregon State as you're only about fifty minutes from the coast and two and half from skiing. Same goes with UofO.
byuboundUW or any other Seattle school puts you around an hour from skiing, and around 3-4 from surf.

nutz.an 1160's way too low to get into any uc's usc, ucsb is middle tier/upper tier UC which makes it even tougher.
average SAT to get into SB last year was a 1926, and the bottom 25th percentile of people who got in had an average of a 1700... you need to practice for it if you're getting an 1160/2400
The GPA is fine, write a good essay and you should be chill.

nutz.what? dude there's a huge difference if he means he took the sat that was 1600instead of the sat that was out of 2400.... they changed the way the SAT worked and an 1160/1600 is definitely a lot better than a 1160/2400
