Well, for one, the National Weather service only names a storm when it has a defined feature such as an eye or circular motion. The Weather Channel names these storms for fear mongering purposes only. Just look at the headlines: "Kayla: 41 inches of snow, travel nearly impossible," when the "41 inches" came from 10,000 feet up in the rockies. Also, I wonder how much money The Weather Channel has cost the US by causing all of this fear and causing people to cancel appointments, school, not go to work, etc... When the highest snow totals in WI were only 6.5 in.
