Is it possible to slide a rail that is this rusted or is there anything I can do so I can slide this. I've never hit any urban so I wouldn't know. help is appreciated.

Do not start your urban adventures on a rail of that caliber, unless you are extremely confident in your skills.
If you scraped it and you don't carry a ton of speed, you can slide through the rust. Most likely however, you will just get a nasty edge catch.

I know I most likely won't start hitting that rail although it looks really mellow. There are some other rails around my high school that are a little more mellow.
