Rparryou can have heroin mailed right to your door these days, I don't think you can fix the heroin problem with policy
I know there's a lot of social factors when it comes to this epidemic, still I can't help but compare this to the 1980's when we were experiencing a crack epidemic after the CIA flooded the inner cities with cocaine.
Also, Hydrocodone has become a schedule 2 drug and they use to pass that out like candy, now your unable to get it. Honestly, Opiates in general are causing people to jump to heroin. It's much cheaper than pain meds, easier to acquire and the rush is far better. Plus, once you switch there's no going back to pills. For many heroin is their best bet for easing pain and escaping their environment. That's just the facts.
And in other countries, you see children using. 10 years olds that grew up in a harsh environment, lost their parents, etc. Education is key because many of these children believe heroin to be a medicine for their sickness. They do not understand tolerance and withdrawal. When they stop using they feel sick, so they use again. Even illiterate and uneducated adolescents sometimes do not understand the concept of tolerance and withdrawal.
