Almost every single ranking you can find of the USA's presidents has Obama between 15-18, and many of which rank Reagan around 10, so they're by no account biased from the left. They're often done by historians, often members of the American Political Science Association’s Presidents & Executive Politics section, and various universities around the country.
I also would like to know the specifics of their metrics & methodology, but I assume they're looking at how each president handled the challenges of their time. For Obama I imagine that would include passing the healthcare reform act, the TARP bailout, passed the Dodd-Frank Wall Street Reform and Consumer Protection Act Wall Street reforms, being the president under which Bin Laden was killed, ended the War in Iraq, stimulated the US auto industry, repealed "Don't Ask, Don't Tell", legalized gay marriage (and in fact has done more for the LGBT community than any other president), the stock market is up since he took office, unemployment is down as well, GDP growth is up, and he notably hasn't been part of a scandal. He's definitely not the greatest president ever, he's done (and does) things that I find negative for sure, but I would say it is fair that he ranks around 17, which is middle of the pack. He's a good, average US president. Especially when you look at the disaster of a country he was handed when he took office.
So if I have to choose between another "average" US president (one who also actually has political experience) and a conman looking to run civilization off a cliff, I am assuredly going to pick the Obama 2.0 option.
