They let you walk in your skis, they grip when you use backword motion and slide on forward. Backcountry stuff.
Without skiing we are just monkeys with car keys.

skins are a sheet of grippy type material that you strap to the bottom of your skis. It makes your skis work like cross country skis. They slide forward, but grip backwards. You need a special binding where you can lift your heel. Telemark binding or a touring binding (touring is where you have free heel while using the skins, then click down and you ski alpine style). Backcountry stuff.
