Drawing on videos

Some great edits such as rob heels road trip across canada have sketches appearing over the video. Anyone know what program this is done in? I've got final cut pro, is it possible in this or do i need an add on? Any help would be greatly appreciated.

I've already done it with Illustrator and After effects quite easily, you can find a lot of really good tutorials about that online. I don't know for Final Cut alone but there's clearly a plugin or related software that can do it.
