Having an inch of space in your shell is way too much. At most, for a comfort fit, you would want 3/4's of an inch. Mind you, that's for a totally casual comfort fit. If you're going for a performance fit you want somewhere around 1/4 of an inch.
Dont by boots online. Go to a boot fitter OP, they can get you set up properly. Assuming what you have currently isn't way oversized a good boot fitter can probably get things worked out for you.
