Staying warm without a jacket

I don't really have a jacket and usually wear two hoodies on top of eachother I was wondering if anyone knows anything like what to wear under hoodies or under something besides a jscket to keep warm when its under 20 degrees, because it has been quite cold lately and I don't want to purchase a jacket.

UnderArmor shirt,sweatshirt(try to get on that's treated to repel water), and a vest on top of that wich should keep you pretty toasty.

I usually wear the orage stack. So that being said a wear a t-shirt, under armour, a fleece shirt, then a insulated jacket, and then the orage stacks (made out of fleece I think so its super warm). Im fine all day but this set up is only good for bluebird days and cloudy. If it starts snowing it would really repel anything but regardless this set-up will keep you warm regardless.

Find a shell to wear and wear a hoodie or two under.
