haha. you sound way to crusty dude. Yeah $400 is pricey, but it's not completely unacceptable. No, that probably doesn't cover hotel cost - but it's Vegas, you can get a room on the strip for peanuts (unless you're going for some crazy expensive room at Bellagio or some shit). On one visit to Vegas my partner and I got a room at the Stratosphere for $35/night - 17.50/person/night - for a room on the strip. Not to mention flights in/out of Vegas from anywhere in North America is cheep as fuck. If you're going to travel away from home for a festival, EDC Vegas might be your cheapest option when all costs are included.
Weekend club scene in Vegas is expensive year round, so if you didn't get your fix at EDC and want to after party at these "pool parties", of course you're going to pay way too much money - but that is to be expected every weekend in Vegas. I assume it's the people with serious FOMO who feel they need to hit up after parties during a three day rave with the production value and list of dj's that EDC is.
