No, it can't. If your phone is off, it's off, same as removing the battery. Otherwise if you turned your phone off the battery would still drain because the cell radio would have to be on so the phone could be given commands to turn on remotely. But, if your phone is on, it could in theory be tracked at any time because you do not have the ability to block E911 tracking on any cell phone.

48 seconds is way too long to put it in the microwave anywhere from 15 to 20 seconds should do it, the only problem is when you do that. it can sometimes make it a little bit longer to get your current location it's only about 10 seconds of lag though so it's not that big of a deal.

Your phone can be turned on and tracked though. Even when it is off, thats scary.
