Replying to Urban spots

so i've lived in the seattle area my whole life and i've seen plenty of urban spots i've dreamed of hitting... but with the knowledge that it snows 1 day a year under 1000 feet and i'll probably never get to hit it. anyone from over the mountains know some spots in central/eastern WA where there is a good chance of having some snow on the ground? I'd imagine spokane/CDA has some spots but i've never really had the chance/desire to go there in the winter to look for rails
