Replying to Botched interview, need some advice

KA-47:
A few months ago I applied for a teaching position for a district in Nevada. I got to interview and I decided to take a Skype interview because I was in Jacksonville FL at the time and I wanted to move here with a job and a plan going into the fall. The Skype interview went terribly, I was continuously getting disconnected. I would maybe get 1 or two minutes without a network disconnection then I would get cut off either mid conversation or mid demo lesson. It was not the best interview situation. I did not get to the next round and therefor I can not work for any of the schools here until January when I can re-apply. I feel like I was not really given a fair shot. I have requested to re-interview in person with people at HR they basically said that its a technicality and they cant do anything about the matter, at this point is simply didnt get past that round. But I look at it as if I was in an in person interview and the interviewee asked me to step outside every two minutes.

I recently got an email about job opportunities in the district for their Gifted and Talented Program, their grade acceleration plan. They need teachers desperately. I called and emailed the person in charge and she was extremely interested in my resume and was excited to start moving the ball forward to getting me an interview. After a few great conversations she looked at my application through their system and she realized that I had not been put through to the next round where they basically pull teachers for interviews with principals. She was pretty disappointed that I could not do it and this absolutely killed me.

I have looked at private schools, doesnt look like they are hiring. I have looked at surrounding rural districts, their turnover rate is much lower so jobs are far less available. Im kind of at a stand still here and I want to do something about it.

Next week I have a meeting with the head of the HR Department to discuss the situation and see if I can get a second interview.

Let me know what you think about the situation. Do you think I have a chance of getting the second interview or are districts too political/bureaucratic to change their policies for unique circumstances?
