That's a dumb statement. Chelsea have been in the Premier League ever since its conception and were routinely a decent to good side before Abramovich's money. I do agree that they would not be where they are today without it though. It pushed them from upper-mid table(10th-5th) to success. The same cannot be said for city.
On another note, 3rd and 4th as well as the EL spots look very open with United, Arsenal, Spurs, Liverpool, West Ham, and Southampton all challenging. 1st and 2nd are Chelsea and City for me, and it could go to either team. Liverpool had a great game against Swansea. Can, Coutinho, Moreno and Hendo all had good games. If they keep some kind of form, I would not be surprised if they maybe challenged for 4th providing United and Arsenal drop points. If they pick up a decent keeper (i.e Enyeama, Ochoa) and some better defenders, they will be a decent side.
