I think this is pretty common. An example is most conservatives and liberals both believe in helping the poor. Where they disagree is how to get it done. Conservatives believe in donating. Liberals believe in higher taxes so the government can distribute the money to the poor.
The problem with donating is that not everyone does it. The problem with higher taxation, is that only a small fraction goes to those who need it. If higher taxation didn't necessitate more layers of government, it would work better, but historically you have never been able to have one without the other.
Liberalism as a political doctrine means bigger government. The bigger it is, the more dysfunctional it gets; and the more dysfunctional it is, the less it helps the people who need it.
